PASIGHAT, Mar 12: Engaging all eligible citizens in free and fair manner, in the democratic process is prime requisite for participative, informed, effective, and healthy democracy, stated the Awareness Observer Dhiraj Kakadia while addressing the Chairman and members of Media Certification and Monitoring Committee (MCMC). Gradual decline in voters’ participation in election process is a major challenge for the democracy across India and for addressing the issue, the ECI has initiated a national program titled SVEEP (Systematic Voters’ Education and Electoral Participation) for higher and more informed electoral participation of citizens. There is a need to enhance the participation of voters in electoral process and SVEEP would help to overcome the gap in awareness of voters, asserted Kakadia. He categorically briefed the roles of MCMC, Video Surveillance Team and Video Viewing Team and gave few tips on ‘paid news’ and other monitoring activities.

Training programme on RTI and PIL held
ITANAGAR, Mar 12: North East Diocesan Social Service Society has organized two days capacity building programme on Right to Information Act under SHELTER project on March 11 and 12 at its conference hall. This programme is supported by Indo Global Social Service Society.
Speaking on the occasion, Ranjan K Baruah of North East Youth Foundation shared his experiences and other case studies related to RTI Act. He had mentioned in details how the Act has evolved and what are the processes to seek information from various government departments. He has appealed to participants to prepare well when they work with community and seek information as most of the corrupt officials or businesspersons try to disturb activist who seek information through RTI Act. The other sessions includes Public Interest Litigation, Mahatma Gandhi National Rural Employment Guarantee Act and Food security Act 2013 and was facilitated by Saito Basumatary.
This two day training programme was inaugurated by Fr Varghese Velickakam, Director of NEDSSS. Participants were from project partners associated with SHELTER projects spread in different parts of the region.

Large amount of money, liquors, gift items seized ahead of polls
ITANAGAR, Mar 12: The Flying Squads and Static Surveillance teams deployed in the state to monitor and check possible violation of ‘Model Code of Conduct’ made seizure of large amount of money, liquors, blankets, CGI sheets etc. suspected to be meant for distribution among voters from various parts of the state.
The teams seized money amounting Rs.7,42,000, 289 bottles Indian Made Foreign Liquor (IMFL), 280 bottles beer, 20 litres local wine, 491 pieces of blankets, 99 CGI Sheets today from various parts of the state, informed State Nodal Officer (Training) RK Sharma on behalf of the CEO in a release.
Yesterday, the teams seized 14478 bottles of illicit beer and 1453 bottles of IMFL.
In Itanagar, a wine shop at Gohpur Tinali has been sealed and licence cancelled for violating terms and conditions of liquor licence and not closing the shop after 7 pm thus violating the “Model Code of Conduct,” City SP informed in a release.
The Capital Complex Deputy Commissioner has cancelled the licence of the wine shop based on the report of the City Police, the SP said.
City Police has also seized one 0.32 mm Pistol, one Revolver and 16 rounds of live ammunitions. A case has been registered in this regard at Itanagar Police Station under section 188 IPC for violation of orders given by Capital Complex Deputy Commissioner under section 144 CrPC restricting people to carry any kind of weapon, the SP informed.
The Static Surveillance team of Capital has also seized 14 daos during checking.
Further, 2320 bottles IMFL have also been seized at Banderdewa during checking by a team of magistrate and police.
Over 141 vehicles have also been fined for violation of various sections of MV Act and Rs.24,020 has been realized as fine from the violators, the SP added.
Mobile phones, copying materials seized from examinees
ITANAGAR, Mar 12: Mobile phones and copying materials were seized from examination hall of a school here during an unannounced inspection by a team of education officers today.
The team comprising Secretary, Education RK Mishra, Director of School Education T Taloh and Deputy Director Secondary Education (A) T Tatak seized the items from some of the examinees during class 12 (CBSE) Chemistry examination today and handed them over to the centre superintendent, informed Director of School Education Taloh in a release.
The team instructed the Centre Superintendent of the school to ensure free and fair conduct of examination with help of the invigilators and maintain complete decorum of the examination hall.

Meanwhile, Pertin has clarified that the Bar members have no political ambition. Consultation prog on ‘People’s Manifesto’ held
ITANAGAR, Mar 12: Authopupo Social Foundation (ASF) and a national level NGO ‘Wada Na Todo Abhiyan’ in collaboration with Arunachal Law Academy (ALA) conducted a one day consultation on “People’s Manifesto”.
Several issues concerning education, health, infrastructure, law and order, road connectivity, electricity were raised on the meeting which could be included in the “People’s Manifesto”. Empowerment of women, special schemes for differently abled, establishment of shelter homes, children homes for juveniles in conflict with law were also highlighted, according to a release.
“It was a platform for collective negotiation with political parties on ‘People’s Priorities’ for the coming General Election 2014,” the release said.
‘People’s Manifesto’ is an ambitious plan for extensive, decentralised and cumulative process to develop people’s aspirations, hopes and demands for governance and equitable development across all the parliamentary constituencies of the country.
The main objective of this program is to let the political party know the real and existing problems faced by the common people. Welfare gave emphasis on exploration, cultivation and exploration of therapeutic
potential of medicinal plants of north-
Addressing the inaugural session, Health Secretary Indra Mallo gave a detailed presentation on Ayush service through the Health Department and National Rural Health Mission in Arunachal Pradesh. She also highlighted the extensive use of traditional medicines by local traditional healers in curing various diseases. She appreciated the organization of the workshop in the state.
CCRAS Director General Prof. Abhimanu Kumar said that the floral biodiversity of Arunachal Pradesh, Meghalaya and other Northeastern states was quite different from other parts of the country. He acknowledged the services rendered by Ayurveda Regional Research Institute, Itanagar in field of medicinal plants and its sustainable utilization in Ayurvedic pharmaceuticals.
Director of Health Services Dr. Kartik Nishing acknowledged the efficacy and use of Ayurvedic medicine since time immemorial while citing the example of use of ‘Sanjeevani’ to save life of Lakshamana. He said that herbs are still used for curing many diseases by local traditional healers in different parts of the country.
Director of State Forest Research Institute CD Singh informed that seven medicinal plant conservation sites have been identified and survey and conservation efforts are being made by the State Forest Research Institute and other forest staff.
Prof. VK Joshi (Department of Dravaguna) from Banaras Hindu University, Varanasi, give emphasis on exploration of medicinal wealth of Arunachal Pradesh. He praised the contributions made by ARRI Itanagar in field of medicinal plants exploration in the North eastern states.

Live medicinal plants, Herbarium sheets of folklores and Ayurvedic medicinal plants, publications of the organization with photographs and broachers etc. were exhibited highlighting the activities and achievement of the ARRI, Itanagar. The exhibition was inaugurated by the CCRAS Director General. Book on Conservation, Cultivation and Exploration of Therapeutic potential of Medicinal Plants of North eastern states has been released during the workshop.
At the end of the Inaugural session, formal Vote of thanks was presented by Dr. KK Brahma, Scientist of Ayurveda Regional Research Institute Itanagar.
Senior Assistant Professor Dr. Hui Tag (Department of Botany) of Rajiv Gandhi University highlighted the exploration policies of medicinal plants in Arunachal Pradesh during the technical session. His presentation was followed by presentation on cultivation of Aquillaria malccensis (Agar) by Dr. LR Bhuiya, Scientist, State Forest Research Institute, Chimpu, Itanagar.

Associate Professor (Geo) Kiran Kumari of Raiv Gandhi University Geographical spoke on geographical aspects of conservation of medicinal plants in Arunachal Pradesh.
In the afternoon session, Prof. RN Acharya from Jamnagar Ayurveda University delivered speech on Sodhana as a detoxification technique of poisonous medicinal plants while Dr. Binay Singh, Professor in the Department of Forestry, NERIST, Nirjuli on cultivation technology, future prospects and Dr. Padmaraj Gajurel, also from NERIST on commercially important medicinal plants of Arunachal Pradesh. He gave emphasis on correct identification of medicinal plants at species level.
Prof. BP Sarma, Dean, Government Ayurvedic College, Guwahati delivered on health care through herbs where he described use of single drugs/ compound formulation in management of health.
A field visit to Chesa was organized the next day for the participants to witness the medicinal plants nursery of Van Vigyan Kendra.

Involvment of Govt. servants in electioneering will not be tolerated: DEO

AALO, Mar 12: In a strongly worded message to government officers and officials in a meeting here today, West Siang District Election Officer (DEO) M K Sahoo said that indulgence of any Govt. servant in electioneering will not be tolerated at any cost. “Though political affiliation is inherent but that should not affect the professional career of Govt. servants due to their involvements. They should avoid giving room for any suspicion and should restrain themselves from campaigning or canvassing in favour of any party or candidate. The challenges this time is enormous due to simultaneous election, the DEO said and sought cooperation of all in the successful conduct of election. No exemption from election duty should be made nor should any kind of leave be granted by the HoDs without the consent of the District Election Officer as staff requirement on election duty is very heavy this time, he said.
Participating in the discussion Rajesh Kumar, Superintendent of Police said that this district is not without history of violence as 60/62 cases of election related offences were registered in the past. Police is there to assist the administration to contain such incidents during this election. The police personnel have been briefed thoroughly to be impartial and contain all unlawful activities without showing any leniency and clear instruction have been passed on to all men in uniform. First phase of training for 2nd batch polling personnel held
A proper and professionally organized training forms the core of human resource management as such training holds key to successful conduct of election, said M. K. Sahoo while attending the first phase of training to second batch of Polling Personnel at Gumin Kinn yesterday.
A proper training programme holds key for successful conduct of polls, Sahoo said adding that more emphasis should be given on encouraging questions and doubts rather than making the training only one way communication. Nodal Officer (Training) should plan well in advance about all these mandatory requirements to make the training more effective. Security arrangement at the venue is done with the help of local police. Since there will be simultaneous elections for Parliament and Assembly, the RO of ACs and AROs should take all these measures to make the training more meaningful and effective, he said. Series of election related executive orders issued
Meanwhile, after dashing back to West Siang to handle the mantle of Parliamentary and Assembly election simultaneously, the West Siang DEO M. K Sahoo has passed series of prohibitory orders prohibiting carrying of all kinds of weapons like firearms, daos, lathis, bow and arrows at the meeting and public places as a precautionary measures to avert occurrence of disturbances to the public peace and tranquility. All kind of firearms have been ordered to be deposited to their nearest police stations latest by 22nd of March. Defacement of public property has also banned under Arunachal Pradesh Prevention of Defacement Act, 1997. Restriction on printing pamphlets, posters etc. without the set guidelines of ECI has also been banned, accommodations in the hotels, Guest House, lodge and rent without identity proof has also been restricted to contain anti social elements that may seek hide out in different areas of the district. The DM has also prohibited carrying out any civil, digging activities, jungle cutting along the road side during election period to ensure disruption of uninterrupted telecom network. The violators of all executive order will be dealt seriously as per appropriate section of law.

National secretary INTUC rejects allegation
ITANAGAR, Mar 12: The Arunachal State unit of Indian National Trade Union Congress (INTUC) expressed strong resentment over the news article which was published in the local dailies based on the statement made to the press persons of the state yesterday at press club, Itanagar by Dinesh Sharma Sundriyal proclaiming himself as the national president of INTUC along with his companions.
The allegation made by Dinesh Sharma saying “many people are running INTUC in the state level with no knowledge of the national bodies” is completely baseless and has no valid reason. Rejecting the allegation Padi Richo, President and Longnya Sumnyan, President (Women Wing), INTUC, Arunachal Pradesh state unit in a joint press release said that since 1997, the state unit of INTUC has been in operation with full consent and conscience of both the Centre and the State govt and has never received any complaint and allegation from any quarter while it was formed as per the norms and constitution of INTUC.

Election training on modified standard operating procedure held
YINGKIONG, Mar 12: Training on Modified standard operating procedure for flying squad and static surveillance was conducted here yesterday to ensure free, fair and peaceful conduct of the ensuing simultaneous Lok Sabha and Arunachal Pradesh Assembly elections. Lohit DEO conducts meeting with polling officials
TEZU, Mar 12: The Lohit District Election Officer cum Returning Officer for 2nd East Arunachal Parliamentary constituency Dr. B.M. Mishra convened a meeting with the Sector Magistrates, Sector Officers and Nodal Officers of entire Lohit district at his Conference Hall in Tezu today. Superintendent of Police and ADC Namsai were also present in the meeting.
The meeting was convened to sensitize and summarize all the responsibilities of the officers and appointed for the ensuing Parliamentary election.
The DEO gave detail description of duties for polling officials and said that none of them can afford to be ignorant and partial. “Ignorance will not come as a defense for your fault” he said. To minimize human error to zero level he asked all the appointed officers to go through the guidelines provided by the ECI so that they able to guide their subordinate officials assigned under them.
He asked all the designated officers of the district to perform their respective duties diligently so that the motto of Election Commission of India for Ethical Voting where voters can vote without influence could be met at complete success in the district.
ADC Namsai speaking on the occasion asked all the officers entrusted with election related responsibilities to cooperate and coordinate with each other for better conduct of election in the district. Establish proper contact and cooperation amongst yourselves for free and fair election, he said.
SP Tezu briefed the members on Flying Squads and Static Surveillance Team and instructed the Officers of the Fying Squads and SST should include elements of surprise visits and checks in the execution of their duties for better result.

Students are being denied right to exercise universal adult franchise
Dear Editor,
Through your esteemed daily, I would like to convey the sentiments which frustrate minds of the students of various colleges and universities of state in particular and all citizens of state in general. There are saying that “Students are the backbone of the nation, they are nation builders and they are future”. They can change the state from developing to develop in all spheres by choosing right representative from their own concerns though it may be Lok Sabha or Assembly or Panchayat election. But, it seems that all these saying will go on waste as election for 16th Lok Sabha and 6th State Assembly election is scheduled in April, which is examination month for colleges and universities of the state.
India is a democratic country and it has given the right of universal adult franchise (UAF) to the citizen who attains 18 (eighteen) years of age. But our franchise right has been totally curtailed by the conduction of election in this particular month. Here the question is, “What kind of injustice is being done to the students of colleges and universities”.
We have waited long to attain the age of 18 year and we had the option to choose right leader in this election. However the sad part is that our dream to cast vote and choose leader of our choice will remain dream only because of the election date.
Five years is not a short span, it is all together 1826 days. Here, I want to say that govt. has done injustice not only to students but also to all the people of state as intellectuals are being denied right to participate in election process. The misguided ignorant villagers whom undeserved politicians can easily misguide through their sweet tongue or money power need our guidance, as there is a quotation, “Political leaders promise to build a bridge where there is no river”.
I would like to criticize the move of dissolving 5th Arunachal Pradesh Legislative Assembly 224 days ahead of schedule without keeping interest of general public in mind as state can change a lot in 224 days. Dissolving of state Assembly and holding simultaneous polls of Lok Sabha and Assembly election is totally undemocratic and injustice to the citizens of state.

Women safety is major concern
Dear Editor,
Through your esteemed daily, I would like to express my opinion about the poor condition
of women in India. The second season of “SATYAMEV JAYATE” show is being aired from
2nd March 2014.The show highlights sensitive social issues prevalent in India such
as female foeticides, child sexual abuse, dowry, medical malpractice, honour killing,
domestic violence, pesticide poisoning, alcoholism, un-
The “SATYAMEV JAYATE” has become a platform for people who cannot raise their voice. Recently, the first episode of the show was against rape cases from across India.
After watching Satyamev Jayate, it looks like our society does want to change its
mind-
Today, women are afraid of walking on road even in broad daylight. Parents may stop sending their girl child to school if situation prevails like this. So, I hereby put my question to Govt. and all political leaders how they cannot hear helpless woman knocking in front of parliament. Why don’t they raise this issue?

Let this be beginning
Arunachal is plagued by high rate of corruption and in many cases accused never get punishment for their misdeeds. The classic example is that of Rs 1000 crore PDS scam which brought shame to state of Arunachal. Today some of the main accused of PDS scam has become MLAs and some are aspiring for it. The contractors and officers who in cohesion looted food meant for poor citizen are enjoying as law has miserably failed to punish them. Corruption is so deep rooted in our society that people eulogize those govt. officials and businessmen who indulges in corruption and become rich right overnight.
In the midst of such dark hour, the news about suspension of Director, Joint Director and Finance & Account Officer of Food and Civil Supplies department in the alleged swindling of land transport subsidy (LTS) worth Rs 26 crore is soothing to hear. Also it is believed that an arrest warrant have been issued against them. Its early to say whether these officers were involve in the alleged corruption case, but, there is no doubt that due to their negligence Rs 26 crore was illegally withdrawn through a fake power of attorney. The decision of state government to act tough against erring officials of food and civil supply department deserve round of applause. However government needs to act uniformity and show similar enthusiasm in dealing with other corruption cases.
